Industry coalition calls for delay to PPWR – concerns about system breakdown A group of 17 German associations from the waste management, packaging and consumer goods industries has expressed concern about the planned implementation of the EU Packaging and Packaging Waste Regulation (PPWR) on 12 August 2026. They argue that an application date in the middle of the year would result in duplicate legal frameworks, confusion over terminology and a lack of planning certainty. The national implementing act will probably not be ready until mid-2026 – too late for secure annual contracts and stable systems.
The associations have warned of risks and are calling for a start date of 1 January 2027 to ensure an orderly transition and functioning recycling structures.
