The legal frameworks governing packaging range from the EU regulation (PPWR) to Germany’s Packaging Law Implementation Act (VerpackDG) and Single-Use Plastic Fund Act (EWKFondsG) to requirements such as the design for recycling criteria.

    PPWR – the EU Packaging and Packaging Waste Regulation

    The EU Packaging and Packaging Waste Regulation (PPWR) introduces harmonised requirements for all member states. It will apply from 12 August 2026 and requires companies to use sustainable packaging and to meet relevant obligation – for example on recyclability.

    Packaging Law Implementation Act

    The Packaging Law Implementation Act (VerpackDG) sets out the national enforcement framework for the EU Packaging and Packaging Waste Regulation (PPWR) in Germany.  This includes, among other things, registration, system participation (licensing) and reporting obligations – forming the basis for transparency and effective recycling. Companies that identify their obligations early and implement them properly create legal certainty and avoid unnecessary risks.

    Single-Use Plastics Fund Act

    Germany’s Single-Use Plastic Fund Act (EWKFondsG) requires manufacturers of certain plastic products to contribute towards the costs of collection, cleaning up and awareness-raising measures. The goal is to reduce the impact of plastic on the environment and strengthen the circular economy. Companies that take action on this issue improve not only their compliance, but also their sustainability credentials.
